The Conversion Concept
The vast expanse of the area to be released at the air base and its urban location require a pro-active municipal planning strategy as well as the implementation of this strategy into viable concepts. In view of globalization and the latest environmental debates, sustainable urban spaces have to be developed taking into account social, cultural, ecological and economic requirements. It is the identity of Fürstenfeldbruck with all its visible and invisible facets that has to be preserved.
By adopting the guideline resolution in 2015, the town council formulated perspectives for developing the air base and, by doing so, established the long-term strategic framework for action. First and foremost, these guidelines determine the decisions and actions the municipal authorities and the administration have to take. In certain intervals, they are to be reviewed in terms of changing framework conditions and updated as the case may be.
The basic questions and effects in the context of the release of the land are not only limited to the air base but, in many ways, concern the entire town and must be integrated into regional coordination processes, too. That is why issues such as residential construction, traffic, energy cannot be regarded as isolated items but, on principle, have to be thought through for the entire town and be developed in an integrating manner.
Expert opinions, studies and analyses provide the basis for municipal planning. Once the town council has decided to adopt the perspectives, the administration will develop the technical concepts, like for example the transport development plan or the corresponding land-use planning.
As early as now, all kinds of different participants are being inspired to develop projects, which conceptually deal with the area itself and its close vicinity, on the one hand, and which extend to a district level, on the other hand. Apart from that, the administration realizes clearly-defined construction measures when needed.
