Citi­zens are to be kept infor­med on the sta­tus of deve­lo­p­ment at the air base in a time­ly and ongo­ing man­ner and be ade­qua­te­ly invol­ved in the deve­lo­p­ment and plan­ning pro­cess. Qua­li­ty assu­rance pro­ce­du­res are to be inte­gra­ted into the plan­ning pro­cess at an ade­qua­te level.
